Blisters are small pockets of fluid within the upper layers of the skin, they are usually caused by friction (forceful rubbing) from badly fitting shoes or exercise.
They can also occur when your feet get hot and perspire, making your socks (or tights) stick to your feet. The sock and foot will then rub against each other and the inside of the shoe causing the blister.
